The study is intended to improve human resource quality and management through matching fund program, training for community-based empowerment for government staffs and building up an institute that serve as community development service center (Pusat Layanan Pengembangan Komunitas, PLPK). The project was supported by Regional Development Planning Agency, Local Government of DKI Jakarta.
The scope of this activity is threefold. First, assessment of the establishment of PLPK by setting up a civil society forum consisting of academics, funding agencies (both local and international) and the private sector, and by setting up a working committee on the preparation of PLPK. Second, assessment of strengths, weaknesses and threats of the matching fund program approach in communities of Jakarta. Third, transfer of theoretical and practical knowledge of community based development for government staffs of DKI Jakarta.
